Product Labeling in Uzbek Restaurants After Decree UP-175: What You No Longer Scan at the Register
Decree No. UP-175 of 27.08.2026 exempts restaurants and cafes from scanning digital labeling codes on water, soft drinks, beer and tobacco when serving guests. Here is what changes for owners, cashiers and stock managers, and which obligations remain.

Under Presidential Decree No. UP-175 of 27.08.2026 (PF-175 in Uzbek), water, soft drinks, beer and tobacco bought by a restaurant, cafe or hotel are treated as sold to the end consumer at the moment of purchase. In practice, cashiers no longer need to scan the labeling code when serving these items to guests or include the code in the fiscal receipt. Venues are still responsible for cash registers with scanners, for stock records, and for any labeled goods this rule does not cover.
What the decree says and where to find it
The full title is Decree of the President of the Republic of Uzbekistan No. UP-175 of 27.08.2026 "On measures to implement the tasks set out in the VI Open Dialogue of the President with entrepreneurs." The text is available on lex.uz in two languages: Russian version and Uzbek version. According to its lex.uz entry, the decree took effect on 28.08.2026.
The labeling rule is in Section I, paragraph "g". The Uzbek version reads (our translation):
when hotels and catering establishments purchase water, soft drinks, beer and tobacco, the digital labeling codes are deemed sold for final consumption at these entities.
Before you change how your team works, keep three things in mind:
- Start date. nuz.uz reports that the simplified procedure has applied since 1 September 2026. The official effective date on lex.uz is 28 August.
- List of goods. The four groups (water, soft drinks, beer, tobacco) appear in the Uzbek version of the decree and in media coverage. If you sell beer or tobacco, read the full text of paragraph "g" in the Russian version and check the wording.
- Don't mix up documents. Search results also show a different "PF-175" dated 25.07.2022, on social protection strategy. It has nothing to do with labeling.
Before and after: a quick comparison
| Question | Before UP-175 | After UP-175 |
|---|---|---|
| When the code is withdrawn from circulation | When sold to the guest through an online cash register | As soon as the venue buys the product |
| Scan a bottle of water, soft drink or beer, or a pack of cigarettes, when serving a guest | Yes | No |
| Labeling code in the fiscal receipt for these goods | Yes | No |
| Old stock balances in Asl Belgisi | Remain registered to the venue | According to nuz.uz, the tax authority has written them off for 11,016 catering businesses and 2,255 hotels |
| Online cash register or virtual register with a 2D scanner | Mandatory | No information that the Rules have dropped this requirement |
| Alcohol and other labeled product groups | Under their own rules | Not named in paragraph "g": check the separate regulations |
Why a separate decision for hospitality was needed: the second stage of mandatory labeling for water and beverages was scheduled to start on 1 April 2026, and businesses had asked for a postponement. Now restaurants and hotels are exempt from scanning these goods when serving guests.
Owners: what you can drop and what you must keep
The simplest way to see the change: control has moved from the register to purchasing. The code is "closed" the moment the product is bought for your venue. What to do in the first days:
- Review your product range. List the items covered by the rule: water, sparkling drinks, bottled iced tea, beer, cigarettes. For other labeled goods, check the procedure separately: paragraph "g" does not mention them.
- Brief whoever configures your register. If mandatory code scanning is switched on for these items, check whether it should be turned off. Otherwise cashiers will keep ringing them up the old way and lose time.
- Don't get rid of your 2D scanner. You may still need it for other labeled goods. In addition, the Rules (Resolution No. 75 of 13.02.2003) require catering businesses and sellers of labeled products to use online cash registers or virtual registers with code readers. We found no evidence that this requirement has changed since UP-175.
- Remember your liability. The decree did not cancel existing fines for labeling violations. It orders the development of fixed fine amounts and a warning procedure for first offenses. Media reports say a draft is expected by November 2026. Until it is adopted, the current rules apply.
- Look at the decree's general relief measures. Small businesses get a three-year moratorium on inspections. Errors corrected within 30 days are exempt from fines. For conditions and exceptions, such as harm to life and health, see the decree itself.
Also hold a short briefing with cashiers and bartenders. Staff trained to "never ring up without scanning" won't change their habits on their own.
Cashiers: how to ring up orders now
Example: a group walks into a chaikhana in Samarkand and orders plov, cola and water. Before, the cashier scanned every bottle and the receipt sent the codes to the fiscal data operator (OFD). Now the cashier simply rings up the menu items, just like plov or tea.
- Water, soft drinks, beer and tobacco served to guests on the premises: no scanning, no code in the receipt.
- Other labeled goods: paragraph "g" does not cover them. Under the existing procedure, the online cash register includes the code in the receipt and sends it to the OFD, which passes the data on to Asl Belgisi.
- Not sure? Ask a manager. Takeaway, delivery and retail shelves inside a venue have not been clarified yet (more on this below).
Another rule in the same decree affects cashiers directly: payments for goods and services worth more than 400 base calculation amounts (BCA) may only be made by card or through electronic payment systems. Such bills are rare in a regular cafe, but cashiers at restaurants hosting banquets and weddings should know this.
Stock managers: receiving, balances and stocktaking
Stock managers are left with the most questions. The decree says codes are deemed sold upon purchase. How exactly this is reflected when receiving goods via electronic invoices (ESF) and in Asl Belgisi is not covered in the materials available to us: we found no official guidance from the Tax Committee or the labeling system operator.
A practical approach until guidance appears:
- Receive deliveries as before: sign the ESF and check quantities against the delivery note. Refusing to accept goods "because it's no longer needed" is an unnecessary risk.
- Check old balances. According to nuz.uz, the tax authority has already written off balances for 11,016 catering businesses and 2,255 hotels. The article does not name the original source of these figures. Log in to your account: if codes for water, beverages, beer or tobacco are still registered to you, record this and contact the tax authority or the operator.
- Keep your internal stock control. Labeling no longer "tracks" each bottle after purchase, but bottles still cost money. Records of receipts and write-offs plus regular stocktaking show discrepancies in soums, not by eye.
Tip: count your bar and drinks fridge regularly, and more often than the kitchen.
Edge cases: where things are still unclear
| Situation | What we know | What to do now |
|---|---|---|
| A bottle of water for takeaway or delivery | The decree refers to the venue's purchase of goods. Takeaway sales have not been clarified separately | Check with your accountant or the tax office. Until you get an answer, it's safer to keep scanning for takeaway |
| Hotel minibar | Hotels are explicitly named in the rule | Same product list: water, soft drinks, beer, tobacco |
| Cafe and shop at the same location | Retail sales are not mentioned in the rule | Keep separate records for the cafe and the shop. Use the existing procedure for retail |
| Hookah and tobacco | Tobacco is on the list in the Uzbek version of the decree | Check the Russian version of paragraph "g" |
| Alcohol (wine, spirits) | Not named in paragraph "g" of UP-175 | Follow the rules that apply to alcohol |
How to set this up in AliPos
The AliPos POS issues fiscal receipts in line with Uzbek requirements and supports labeled products. For goods that still require scanning, you'll need a 2D scanner, which costs $50 in the AliPos price list. We've covered how labeling works in the system in our articles on labeling via KDS and on labeling checks and stock history.
To adjust your register settings for water, beverages, beer and tobacco under the new rules, contact AliPos support. It works 24/7 and resolves 99% of requests in under 15 minutes. Inventory, receipts, write-offs and stocktaking are available from the Standard plan ($39 per month); see the pricing page for details. FAQ
Do I need to scan codes on water, soft drinks, beer and cigarettes when selling to guests?
No. Under UP-175, the codes for these goods are deemed sold when the venue buys them, so you don't need to scan them or include the code in the receipt when serving guests. For beer and tobacco, double-check the full text of paragraph "g" in the Russian version.
When does the new procedure apply?
According to lex.uz, the decree took effect on 28.08.2026. Some media cite 1 September 2026. Go by the official date on lex.uz.
Can I stop using the 2D scanner and online cash register?
Not for now. The requirement to use online cash registers or virtual registers with code scanners is set out in Resolution No. 75 of 13.02.2003. We found no record of it being repealed, and you may still need the scanner for other labeled goods.
The tax authority "wrote off balances." Do I need to do anything?
Check your Asl Belgisi account. If codes for water, beverages, beer or tobacco are still registered to your venue, record this and contact the tax authority or the system operator.
Have labeling fines changed?
Not yet. The decree orders the development of fixed fine amounts and a warning for first offenses. Until the amendments are adopted, the current rules apply.
Does the rule cover alcohol?
Alcohol is not named in paragraph "g" of UP-175. Separate rules apply to it.
Labeling has become simpler, but control over drinks and cigarettes now sits with your stockroom and your register. If you want to see bar stock and revenue on your phone instead of in a notebook, compare AliPos plans or request a setup. We'll call you back, answer your questions and show you how it all works.
