UzQR for Cafés: How to Connect Uzbekistan's Unified QR Code in One Day
Since July 1, 2026, legal entities in retail and services in Uzbekistan must accept payments via the unified UzQR code. Here's how a café can connect it in one working day without closing the till, how to train staff, and how to reconcile revenue.

Since July 1, 2026, all legal entities in retail and services in Uzbekistan, including cafés and restaurants, must accept payments via the unified QR code, UzQR. Not having one counts as a breach of trading rules. If your business already has a bank account and an electronic digital signature (EDS), below is a plan to connect UzQR in a single day. You don't need to stop sales. Payme, Click, Uzum and your card terminal keep working, and UzQR is simply added as one more payment method.
What the law requires and what's already in force
The legal basis is Presidential Decree UP-246 of December 10, 2025. The QR rules are in Appendix 4 to the decree, with these deadlines:
- by January 1, 2026, the Central Bank was to roll out the unified QR code;
- from July 1, 2026, accepting payments via the unified QR is mandatory for all legal entities in retail and services. That date has passed, so the requirement applies now.
The decree aims to raise the share of cashless consumer payments in retail and services to 75% by 2030. In summer 2026, the Central Bank reported that more than 265,000 businesses had already joined the system.
What you don't need to do. Keep your Payme, Click and Uzum stickers. The Central Bank and the Tax Committee have clarified that only the unified QR is mandatory. Other services from the state register are optional (Spot.uz).
Important: we couldn't find the fine for legal entities without UzQR in any public source. Don't trust figures circulating in chat groups. Ask your accountant to check the current versions of the Code of Administrative Offences and the Tax Code. Sole traders and self-employed individuals follow different rules: they need a special QR code issued on a payment provider's platform. That's a separate reform, so don't confuse it with UzQR.
Static or dynamic QR: which one a café needs
UzQR comes in two types, and for a café the difference matters.
| Criterion | Static QR | Dynamic QR |
|---|---|---|
| What it is | A sticker or sign linked to your bank details | A code generated by the cash register or seller's device for each payment |
| Amount | The guest enters it | The register fills in the bill total |
| Fiscal receipt | The cashier issues it manually | The payment is fiscalized through the register automatically |
| Labelled (tracked) goods | No automatic link | Supported |
| Risk of a wrong amount | Higher (the guest types the amount) | Lower (the register fills it in) |
| Best for | A temporary fix on day one, kiosks, points of sale without a register | Cafés, restaurants and coffee shops with a cash register |
Bottom line: your main code should be dynamic. A static sticker works as a backup until the register is set up.
One-day connection plan
This plan assumes your café already has a business bank account and the director's EDS. If you don't have an account yet, start with the bank, since opening times vary. Connecting to UzQR is free. Hardware and software vendors may charge separately for cash register integration, so ask yours for a price in advance.
- 9:00 am — the bank. Submit an UzQR application to your bank. Ask right away how long settlement takes, how refunds work, and whether they issue an API key for your cash register.
- 10:00 am — your uzqr.uz account. Log in with your EDS. The Central Bank has launched a personal account on uzqr.uz where you register QR stickers and see real-time reports on all UzQR payments.
- 10:30 am — dynamic QR and API key. In the "QR Management" tab, create a dynamic QR, then an API key, and link the key to that QR. The steps are described in the Central Bank's guide, summarised by Buxgalter.uz.
- 3:00 pm — cash register. Enter the key in your register following your vendor's instructions, or call in a technician from your Technical Service Centre. Do it between lunch and the evening rush, while other payment methods keep running as usual. Button names depend on the register model.
- 3:30 pm — test. Ring up a 1,000 UZS bill, pay it via UzQR with your own Humo or Uzcard card, check the fiscal receipt and process a test refund.
- 5:00 pm — brief the evening shift (script below).
- Next morning — first reconciliation of the previous day's QR payments.
If you use AliPos, call support at 55 704 99 99 before step 4. They'll confirm whether your version supports UzQR payments and how they appear in reports. For more on receipts and online cash registers, see our Fiscalization page.
Fees and settlement times: the real numbers
The official UzQR rate is 0.65% of the payment amount, paid by the merchant only. The Central Bank says its fee structure includes no charge for the customer. However, Gazeta.uz, citing Spot, reported an extra 1% charged to customers, bringing the total to at least 1.65%. The Central Bank calls such charges the initiative of individual market players. For comparison, the Central Bank says commercial QR payments cost businesses 1–3%.
Example for a café taking 3,000,000 UZS a day via QR:
- at 0.65%: 19,500 UZS a day, about 585,000 UZS over 30 days;
- at 1.65%: 49,500 UZS a day, about 1,485,000 UZS over 30 days.
That's a difference of about 900,000 UZS a month, so get the final rate from your bank in writing, in the contract or public offer.
Settlement times also vary by provider:
| Source | Settlement time | What to check |
|---|---|---|
| General practice (Spot.uz) | Usually 1 business day | How weekends are handled |
| Ipak Yuli Bank | Within 24 hours | Cut-off time |
| Paynet public offer | Up to 3 business days, minus fees and cancellations | How refunds are deducted |
How to reconcile QR revenue
Every QR payment shows up in four places, and all four should match:
- The shift report from your cash register: the total under the "UzQR" payment method.
- Fiscal receipts from your online cash register. The Central Bank says a fiscal receipt must be issued for every QR payment. Its Rules don't state this explicitly, but issuing a receipt every time is the safe option.
- The report in your uzqr.uz account: all incoming payments in real time.
- Your bank statement: settlements after fees and within the stated timeframe.
If a payment appears in uzqr.uz but not in the register, the cashier may have bypassed the register or picked the wrong payment method. If it's in the register but not in uzqr.uz, staff most likely accepted a screenshot instead of actual money. Mornings are a good time to compare: the owner sees revenue in AliPos Boss and payments in the uzqr.uz account.
Script for cashiers and waiters
- A payment counts only once it's confirmed in the register. The guest's phone screen or a screenshot is not confirmation.
- Check the sticker at the start of every shift to make sure no one has covered it with another code.
- With a static QR, ask the guest to show you the amount they entered before paying.
- Refunds go through the register with a refund receipt. Don't send money back to guests from a personal card.
- Guests with Visa or Mastercard: UzQR currently works only with Humo and Uzcard. Offer the card terminal or cash.
If guests pay with Google Pay, see our guide What to check on your café's card terminal.
Plan B: internet outages and foreign guests
A QR payment needs a connection on both the guest's side and the bank's. So keep your POS terminal and cash. The terminal covers foreign cards, and cash saves the day during outages. Agree with your staff in advance: if UzQR doesn't respond, the cashier immediately offers another payment method instead of asking the guest to wait.
FAQ
Is UzQR mandatory for cafés right now?
Yes. Under Appendix 4 to Decree UP-246, it has been mandatory for legal entities in retail and services since July 1, 2026.
Do I need to remove Payme, Click and Uzum QR codes?
No. Only the unified QR is mandatory. You can keep other services from the state register.
How much does it cost to connect?
Connecting to UzQR is free, and the rate is 0.65%, paid by the merchant. Vendors may charge separately for cash register integration, and it's best to fix the final rate in your contract with the bank.
Do I still need a POS terminal if I have a QR code?
Yes, if your guests pay with Visa or Mastercard. UzQR works only with Humo and Uzcard.
Where do I apply to accept payments via the unified QR code in my café?
Go to the bank where your business account is held. Connection is free. After that, you create a dynamic QR in your uzqr.uz account using your EDS and link it to your cash register.
Can we accept QR payments at the table?
Yes, as long as the dynamic QR is generated by the register and the bill is closed there. Otherwise the payment may never make it into your records.
If you want payments, receipts and shift reports to match up in one system, check out AliPos pricing or submit a connection request. We'll call you back, review your cash register setup and help you build QR payments into your shift routine.
