Virtual Cash Register or Online Cash Register: 9 Criteria for Choosing One for Your Café
Online cash registers and virtual cash registers both run through the same fiscal module. They differ in cost of ownership, speed at peak hours, and how well they connect to inventory and delivery. We cover 9 criteria, work out the costs and match a setup to a coffee shop, a food court and a chain.

Uzbek law gives businesses two options: an online cash register (a standalone device, known locally as an online KKM or KKT) or a virtual cash register (software running on a computer, tablet or phone). Both work through a fiscal module, and the owner decides which one to use. A coffee shop with 3 tables usually does fine with a virtual cash register. A busy food court needs speed and separate fiscalization for each tenant. A chain needs a cash register connected to inventory and delivery. Below are 9 criteria, a 12-month cost breakdown and a list of what to check under the 2026 rules.
Three formats and how they really differ
The legal basis is Cabinet of Ministers Resolution No. 943 of 23.11.2019. It allows both online cash registers and the virtual cash register system, as long as they are listed in the State Register. In 2026 the Regulation was amended by Resolutions No. 23 of 23.01.2026 and No. 393 of 20.07.2026. According to nrm.uz, the changes take effect on 22.10.2026. Always check the current version on lex.uz.
According to the Tax Committee, the process is the same for both. The fiscal module encrypts and signs each receipt, then sends it to the fiscal data operator (FDO). A technical service center (TSC) maintains the module and updates its software. In practice, a restaurant chooses between three setups:
- Physical online cash register. A standalone device or smart terminal with a built-in fiscal module. Everything runs on one piece of hardware.
- Virtual cash register. Software on a PC, tablet or phone, plus a fiscal module.
- POS system + fiscal module. Restaurant software that already handles the dining room, kitchen and inventory, connected to a fiscal module. It is essentially a virtual cash register built into that software.
Note: the Russian "cloud cash register" under Federal Law 54-FZ is a different concept. Its restrictions do not apply in Uzbekistan, even though Russian-language articles about it often show up in search results.
9 selection criteria at a glance
| Criterion | Virtual cash register | Physical online cash register | POS system + fiscal module |
|---|---|---|---|
| 1. Cost of ownership | Lower upfront: software (free or subscription, depending on the vendor) + module + TSC | Higher upfront because you buy the device | POS subscription + module + TSC, hardware of your choice |
| 2. Working offline | The offline limit depends on the fiscal module, not on the type of cash register. Official guidance from different years states 24 or 48 hours. After that, the register locks until the data is sent. Check the 2026 rules with your TSC | ||
| 3. Speed at peak hours | Depends on the device and the interface | Some consultants find a dedicated device easier to use under heavy traffic | Quick sales at the till, waiters take orders on their phones |
| 4. Number of locations | Each register is registered separately | Same, plus device servicing in the regions | Same, plus one menu and consolidated reports for all locations |
| 5. Inventory and recipe cards | Depends on the software, ask the vendor | Depends on the model, ask the vendor | Stock write-offs by recipe card, stock counts |
| 6. Delivery and aggregators | Ask the vendor whether integration is available | Ask the vendor whether integration is available | Aggregator orders go straight to the till (integration from the Pro plan) |
| 7. Entering IKPU codes | Required for every format. It is easier when the code is linked to the menu item once and then added to the receipt automatically | ||
| 8. Cash payment restrictions | The system will not issue a cash receipt for these IKPU codes. Your staff need to be able to split a receipt in two quickly | ||
| 9. Firmware updates | The TSC is responsible. Choose one that releases updates ahead of deadlines | ||

12-month cost of ownership: how to calculate it
Don't compare sticker prices. Compare everything you pay over a year. The total is made up of:
- FDO: 1 BCA (base calculation amount) per year for the fiscal module and its servicing. Check the BCA rate on the payment date.
- TSC: a monthly fee for servicing the module and updating its software. Each TSC sets its own fee, so compare 2–3 centers.
- Software: some vendors offer the virtual cash register app for free, others charge for it. For example, one supplier's website lists the Windows version at 123,600 UZS per month (confirm current pricing with the vendor).
- Hardware: a computer or all-in-one PC, a receipt printer, a cash drawer and a scanner. Or the cash register device itself.
Sample calculation for a coffee shop with one till on AliPos (AliPos list prices, excluding FDO and TSC fees):
| Item | Cost | Payment type |
|---|---|---|
| Start plan (till, catalog, reports, Telegram bot) | $25 × 12 = $300 (pay annually and get 16 months) | Subscription |
| 15″ all-in-one PC + 80 mm printer | $300 + $50 | One-time, if you don't already have a Windows PC |
| Setup: all-in-one PC, printer, 1 hour of training | 1,500,000 UZS | One-time |
| EPOS fiscalization (USB key and SIM card) with module | 1,500,000 UZS (without module: 1,140,000 UZS) | One-time |
| FDO and TSC | 1 BCA per year + TSC fee | Annual and monthly |
For a fair comparison, fill in the same table for a standalone cash register. Add the device price and find out how you will handle inventory, recipe cards and delivery. You may need a separate system for them.
What changed in 2026 and what to check on your cash register
What to do:
- Check the cash restriction by IKPU code. According to a Tax Committee announcement, there is now an approved list of IKPU codes that cannot be paid for in cash, including alcohol and tobacco. The cash register will block such a receipt. If a guest pays cash for dinner with wine, you need two receipts: the wine paid by card, the food however the guest prefers. Have cashiers practice this before the evening shift.
- Link IKPU codes to menu items. Since 28.11.2022, food service has its own consolidated code list: menu items (series 10202001), other restaurant services (10202002) and catering (10202003). Plov falls under the general code for main courses and doesn't need a separate one. Enter the code once in the menu item card instead of typing it at every sale.
- Ask your TSC about firmware. Ahead of the requirements that took effect on 1 April 2026, one TSC released new firmware in January and blocked the old version on 31 March (buxgalter.uz analysis). If your TSC is late with updates, you can switch to another one and keep the same fiscal module through a handover certificate.
- Watch for idle registers. Under the amendments in Resolution No. 23 of 23.01.2026, the tax authority may deregister a cash register that has not been used for a month or longer. Keep this in mind for seasonal summer terraces and locations closed for renovation.
What you don't need to do: buy a second device just for card-only items. Being able to split a receipt in two is enough. You also don't need a separate IKPU code for every dish, since food service codes are consolidated.
Three venues, three solutions
Coffee shop with 3 tables
One barista doubling as cashier, a morning rush, mostly card and QR payments. A virtual cash register or a POS with a fiscal module on a single computer will do the job. A standalone device may be an unnecessary expense here. Make sure popular drinks take one tap to ring up, size and syrup can be added in a single tap, and a payment via the unified QR code closes the fiscal receipt automatically. More about QR payments: how to set up UzQR in one day.
Food court
Several tenants, a lunch rush, shared seating. Check how the solution fiscalizes payments for each tenant. Pay special attention to QR payments: each outlet's payments must be fiscalized separately. At peak hours, speed matters more than savings. There are no public benchmarks comparing register types, so run your own test: ring up a set of typical orders on a demo and count taps and seconds. Food court scenarios: AliPos for food courts.
Multi-location chain
Here the form factor matters less than how well the till, inventory, delivery and reporting work together. Each cash register is registered with the tax authority separately, and registration is free. Find out whether your TSC has a service point in your region. Under the Regulation, a TSC must open one wherever a single town has more than 30 registers of the same brand. A chain needs one menu with IKPU codes, stock write-offs by recipe card and aggregator orders coming straight into the till, without extra tablets.
Where AliPos fits in
AliPos is an example of the third format: a restaurant POS system with built-in fiscalization. What it offers:
- fiscal receipts that meet Uzbek requirements and support for labeled goods (fiscalization page);
- a local server on site: if the internet goes down, the till, waiters and kitchen keep working over the local network, and data syncs to the cloud later. How long the register can go without sending receipts to the FDO is still determined by the fiscal module;
- inventory, stock counts and recipe cards from the Standard plan ($39 per month);
- delivery, the Yandex Eats, Uzum Tezkor and Yemak aggregators, and multi-location management from the Pro plan ($59 per month). Connecting an aggregator costs $100 one-time, then $10 per month;
- Payme, Click, Uzum and Paynet payments, an interface in Uzbek, Russian and English, and 24/7 support: we resolve 99% of requests in under 15 minutes.
FAQ
Which is better for a coffee shop: a virtual cash register or an online cash register?
A small coffee shop with one cashier usually does fine with a virtual cash register or a POS with a fiscal module, which costs less to start. A standalone device is worth considering if you have very heavy traffic.
How long can a cash register work offline?
The limit is set by the fiscal module. Official guidance from different years states 24 or 48 hours. Check the current figure with your TSC under the 2026 version of the Regulation.
Can I issue one cash receipt for alcohol and food?
No. Alcohol is on the card-only IKPU list, so you need two receipts: alcohol paid by card, food paid any way the guest likes.
Can I switch TSCs without replacing the fiscal module?
Yes. The switch is done with a handover certificate for the module. It is a way out if your current TSC fails to update the firmware on time.
Does every food court tenant need a separate cash register?
It depends on how the food court operates, so clarify this when choosing a solution. Make sure it keeps fiscalization separate for each tenant, including QR payments.
Virtual kassa yoki onlayn-KKT: kafe uchun qaysi biri yaxshi?
Ikkalasi ham fiskal modul orqali ishlaydi. Kichik kofexona uchun virtual kassa yoki fiskal modulli POS arzonroq. Tarmoq uchun esa ombor va yetkazib berish bilan bog'langan tizim muhimroq.
Want to work out the cost for your format, whether it's a coffee shop, a food court or a chain? Try the pricing calculator or submit a request to get started. A manager will call you back, ask about your venue and show you how the till, fiscalization and inventory work together.
